I don’t know of any place where you can get these books new on a free basis.
If you are a Louisiana resident, you can email a request directly to the main Scientology mission in the area:
ScientologyLouisiana@gmail.com
I’m sure they’ll be able to send you some of these materials if you have extenuating circumstances that prevent you from purchasing them (their average cost is $15.00 per book).
Also, you can try your local library. The Churches of Scientology in Louisiana actually placed a full set of these books in every library in the state, so chances are you’ll be able to get them there.
